2. Was the quota system discriminatory? if yes, to whom? yes to the protected groups and the one who had employment practices.


3. How was Mexico affected by the quota system? Because the limited number of immigrants that could be admitted from any country was 2 %.

4. How was Japan affected by the quota system? the quota system started allowing more people from other european backgrounds to emigrate the U.S.
